Management Team

Timothy Finkelston, ChFC

President

Tim Finkelston joined CBC Retirement Partners. (CBC) in 1998 after 5 years in the private practice of law. In July of 2010, Tim was elevated to his current position of President of CBC. Tim brings to the firm a wealth of knowledge in retirement plan design and administration matters, and insurance matters. Tim holds an undergraduate degree in history from the University of Virginia where he was also a 4-year letterman on the football team. Tim also earned the degree of Juris Doctorate from the Dickinson School of Law of the Pennsylvania State University. He is a member of the American Bar Association, the Maryland State Bar Association, the Pennsylvania Bar Association, the Society of Financial Service Professionals, and the National Associates Actuaries & Consultants, Inc. Tim has also been awarded the Chartered Life Underwriter (CLU) and Chartered Financial Consultant (ChFC) designations from the American College, Byrn Mawr, Pennsylvania. Tim has also received the Associated Professional Member designation from the American Society of Pension Professionals and Actuaries.

Tim resides in Clarksville, Maryland with his wife, Kerri, and their four sons. Tim has taken an active role in his community. He is one of the founding members of the non-profit Champions Against Cancer and is the current vice president. He also is the First Vice President of the Baltimore Chapter of the National Football Foundation and College Hall of Fame, and the Director of Baseball for the Western Howard County Youth Baseball and Softball League.

Jodie Dailey, CRS, QPA, ERPA

Senior Vice President

Jodie Dailey is a 30-year veteran of the insurance and pension administration industries, specializing in retirement plan administration, consulting and recordkeeping, quality control and business development. She joined CBC Retirement Partners (CBC), formerly Columbia Benefits Consultants, in 1986 and currently serves as Senior Vice President. Jodie oversees the day-to-day operations at CBC and the administrative and recordkeeping services provided to CBC’s corporate retirement and cafeteria plan clients. She is also responsible for coordination of retirement plan proposals, marketing, consulting and administration management of all of CBC’s qualified retirement plans, including new comparability, defined benefit, and 401(k) profit sharing plans. Jodie is insurance licensed. She has received the Chartered Retirement Plans Specialist (CRPS) designation from the College for Financial Planning, Qualified Pension Administrator (QPA) status from the American Society of Pension Professionals and Actuaries (ASPPA), and has achieved appointment by the IRS as an Enrolled Retirement Plan Agent (ERPA). Jodie is a member of ASPPA (American Society of Pension Professionals and Actuaries) and is actively involved in the ASPPA Women Business Leaders Forum, NIPA (National Institute of Pension Administrators) and National Associates Actuaries & Consultants, Inc. (NAACI).

Jodie resides with her husband, Mike, in Carroll County, Maryland. She volunteers her time for ASPPA, Gilchrist Hospice Center’s Annual Taste and Auction of Howard County, and is actively involved in her local community.

Peter Hibbard

Chairman

Pete has been in the financial services business since 1971. In 1978 he founded CBC Retirement Partners.

Following graduation in 1967 from Rutgers University, Pete was commissioned and served as an officer in the United States Marine Corps. During the Vietnam War, Pete was a platoon commander and was decorated for his leadership in combat.

Pete and his wife Beth have two children and four grandchildren and reside in Columbia, MD. Pete  serves on the board of directors and chair of finance committees of several local charities including Howard County General Hospital Foundation, a member of Johns Hopkins Medicine.

Jamison Hibbard

Vice President, Client Relations

Jamie has been with CBC Retirement Partners since 2006 and currently serves as Vice President of Client Relations.  He is a graduate of James Madison University with a degree  in finance.  Jamie is a Rotarian and has served as a board member in several local charities.  He takes pride in giving back to the community where he works and lives.

He resides in Columbia, MD with his wife, Jessica, and their two dogs.
